In 1963 , Dr. Huberto Bogaert Díaz, a native of Santiago and a 1948 graduate of the University of Santo Domingo, returned to the country after specializing in dermatology in France and the United States . That same year, he founded the Dr. Huberto Bogaert Díaz Dermatological and Skin Surgery Institute (IDCP) , with a clear vision: to offer quality dermatological care to all citizens in a country where access to healthcare was often a privilege.

His vision encompassed not only clinical practice , but also teaching, research , and the fight against stigmatized diseases such as leprosy , thus marking a commitment to public health and human dignity.
